How often is there a Spawn?

Alright, another thing that confused me:

How often is a Spawn created?

I am aware that there is a discrepancy in the comics...somewhere it says every 400 years (can someone tell me which issue? I remember reading the discrepancy, but I also recently stumbled upon the court case which brought up this problem), issue 9 (I believe) said it is every 100 years.

But which is it? Or have they explained something different in the later comics?

McFarlane's stance seems to be...the rules are never set and can always change...I find this to be a weak aspect of the series..I wish there was continuity in at least the main aspects of the characters...like the clock/timer and how often Spawns are created.
